Northeast India Permits: ILP and PAP Guide 2026

Four of the eight Northeast states require an Inner Line Permit from Indian citizens. Sikkim requires something different again for its high passes and its north. Assam, Meghalaya and Tripura require nothing at all. Foreign nationals face a separate system with its own rules, and in some places those rules are stricter than what Indians deal with.

That patchwork is why northeast india permits confuse people. The rules are not hard, they are just scattered across seven government portals in inconsistent formats. This guide puts the whole picture in one place, with the lead times that matter when you are booking flights.

Two things in that table catch people out. Dimapur, Nagaland’s main airport town, is outside the ILP zone, so travellers land without a permit and then find they cannot legally continue to Kohima. And Sikkim inverts the usual pattern: Indians enter freely while foreign nationals need a permit just to cross the state line.

Inner Line Permit: The Four ILP States

The ILP is a domestic travel document. It exists under a colonial era regulation from 1873 that was kept in place to protect tribal areas, and it applies to Indian citizens entering the protected states from elsewhere in India.

Arunachal Pradesh runs the most established online system. Fees are Rs 300 for up to 3 days and Rs 500 for 4 to 14 days, valid 14 days from entry. Nagaland issues ILPs online and through Deputy Commissioner offices and Nagaland House offices in Delhi, Kolkata, Guwahati and Dimapur. Dimapur is exempt, so you can fly in without one, but you need the permit before travelling on to Kohima, Khonoma or anywhere else in the state.

Mizoram issues a temporary ILP valid for a short initial period, extendable once inside the state. It can be obtained at Lengpui airport on arrival and at Mizoram House offices outside the state.

Manipur reintroduced the ILP regime in 2019. Permits are available online and on arrival at Imphal airport. Given the security situation has fluctuated in recent years, check the current advisory position before booking.

The mechanics are similar everywhere: a government photo ID, a passport photo, your travel dates, your entry point, and a small fee. The permit names specific districts, so if your route changes you may need a fresh one.

Sikkim: A Different System Entirely

Sikkim does not use the ILP for Indians. Indian citizens enter the state freely with photo ID. What Sikkim controls is access to specific border zones, and it does that with a Protected Area Permit.

You need a PAP for:

  • Nathu La on the old Silk Route to Tibet. Indian nationals only, arranged through a registered Gangtok operator, and the pass is closed to visitors on certain weekdays. Our place data flags this as permit controlled and lists May, June, September and October as the reliable months.
  • Tsomgo Lake and Baba Mandir, usually issued as part of the same day trip permit.
  • North Sikkim beyond Lachen and Lachung, including Gurudongmar Lake and the Yumthang Valley.

These permits are not issued to individuals walking in off the street. They go through registered travel agents in Gangtok, who submit your documents to the Tourism and Civil Aviation Department. You give the agent copies of your ID and photos the day before, and they hand you the permit in the morning. Most North Sikkim packages include this in the price.

Foreign nationals face tighter rules in Sikkim. They need an ILP to enter the state at all, obtainable with an Indian visa at the Rangpo checkpost, Indian missions abroad, or Sikkim House offices. Gurudongmar Lake and Nathu La are generally closed to foreign nationals entirely.

Foreign Nationals: What Changes

If you hold a foreign passport, the system you are dealing with is the Protected Area Permit or Restricted Area Permit, not the ILP.

The differences that matter:

You usually cannot apply alone. Arunachal Pradesh requires applications through a government registered Indian tour operator, with a minimum group size of two foreign nationals. PAP validity is 30 days and cannot be extended.

Some places are closed to you. Gurudongmar and Nathu La in Sikkim are the common examples. Tawang Monastery is open, but the PAP process to reach it takes longer than an Indian’s ILP.

Registration is separate from permits. Even in permit free Meghalaya, foreign nationals are expected to register with the local Foreigners Registration Office within 24 hours of arrival. Hotels normally handle this, but confirm rather than assume.

Pakistani, Chinese and Afghan nationals face additional restrictions across the region and should apply well in advance through the Ministry of Home Affairs.

Lead Times: When to Apply

This is the part that affects your booking, so plan backwards from it.

The foreign national timeline is the one that ruins trips. Eight weeks is not unusual for an Arunachal PAP, and there is no expedited route. If Tawang is on your list and you hold a foreign passport, start the process before you book international flights.

Documents You Will Need

Keep a folder on your phone with all of this before you leave home:

  • Government photo ID, Aadhaar or passport, in the exact name you will use on the application
  • Two passport sized photographs, digital copies
  • Your travel dates and the districts you plan to enter
  • Your entry point, since permits name a specific checkpost
  • For foreign nationals, passport, visa and your operator’s registration details

The single most common rejection reason across every portal is a name mismatch. If your ID says Rajesh Kumar Sharma and you type Rajesh Sharma, expect to pay again.

Where Permits Get Checked

Permits are not decorative. Checkposts are staffed, and they will turn you back.

The main ones: Bhalukpong and Kimin on the Arunachal roads, the Nagaland entry points on the Dimapur to Kohima highway, Rangpo and Melli on the Sikkim border, and Vairengte entering Mizoram. Inside Sikkim there are further checks before Nathu La and at the North Sikkim gates.

Carry printed copies. Mobile signal at checkposts is unreliable, and an officer is not interested in watching your phone try to load a PDF.

Common Mistakes

Applying for too few days. A landslide extends your trip whether you planned it or not. Arunachal’s 14 day permit costs Rs 200 more than the 3 day one. Take the longer one.

Assuming Dimapur means Nagaland. It does not. Get the ILP before you leave the airport town.

Booking the North Sikkim trip and the permit separately. The permit comes through the operator running the trip. Booking transport privately and hoping to sort the permit locally is how people end up at the Lachen gate arguing with a checkpost officer.

Forgetting that permits name districts. A permit issued for Tawang district does not cover a detour to Ziro.

Best Time to Apply

Permit portals are busiest ahead of peak season, October to December, and around the Hornbill Festival in early December when Nagaland processes a surge of applications. If you are travelling in that window, add a few extra days to every lead time in the table above.
